The mandate of the City Council of Prophets is to stand as a prophetic bridge between Heaven’s revelation and Earth’s reformation. We are called to hear the counsel of the Lord, discern the movements of the times, and translate Heaven’s instruction into strategic action that brings justice, peace, order, and restoration to the land. Where others see chaos, we discern counsel.
Where systems collapse, we rebuild foundations.
Where cities cry out, we answer with prayer, wisdom, and prophetic governance.
The City Council of Prophets is a governing assembly of prophetic voices, reformers, watchmen, and intercessors united to see Heaven’s government established within the systems of the earth. Operating under the apostolic covering of El Shuvah — “The God Who Waits and Welcomes” — the Council functions as both a prophetic think tank and a spiritual senate for cities, regions, and nations.
Our work is weighty, sacred, and strategic. It cannot be fully captured within the confines of a website, but this is our charge: to hear what Heaven decrees, carry it with integrity, and steward it through prayer, counsel, legislation, documentation, and obedient action.
All prophetic and administrative functions of the City Council of Prophets flow from the Altar of El Shuvah, our apostolic and prophetic headquarters. From this seat, decrees of reconciliation, justice, restoration, and divine order are discerned, ratified, recorded, and released.
Every session of the Council is first a spiritual court, then a civic council. We do not gather merely to discuss problems; we gather to discern Heaven’s verdict, receive divine strategy, and participate in the establishment of God’s will in the earth.

Vision Distinction — The Seat Beyond the School
“El Shuvah” is not a direct Bible name like “Jehovah Jireh,” but it is built from the Hebrew idea shuv, meaning to return, turn back, restore, repent, or come home. “The God Who Waits and Welcomes,” fits the biblical theme of God calling His people back.
Best scriptures to support El Shuvah:
Luke 15:20: The father sees the son while he is still far off, runs to him, embraces him, and welcomes him home. This is the strongest picture of the God who waits and welcomes.
Zechariah 1:3" “Return to Me,” says the Lord, “and I will return to you.” This supports the returning/restoring meaning.
Joel 2:12-13: “Return to Me with all your heart…” This shows God calling people back through repentance, mercy, and restoration.
Hosea 14:1-2: “Return, O Israel, to the Lord your God…” This connects return with healing and restoration.
Isaiah 30:18:“Therefore the Lord waits to be gracious to you…”This supports the part of El Shuvah that means God waits with mercy.
El Shuvah means “The God Who Waits and Welcomes.” It is rooted in the biblical call to return to the Lord, the mercy of the Father who receives His children, and the restoration of what has been broken.

While a School of the Prophets teaches language, the City Council of Prophets establishes law.
